Great idea! I suspect it will depend on how many shoes, what type, and how practical vs. designed you’d like it to look. Try the search bar at the top left for shoe rack ideas.
Hi Sandra, many diy shoe racks could be used just as well in a garage. I like the idea of having shoes housed in the garage. Here's some ideas that may inspire you for one in your garage.

Shoe storage rack attack!!!
I like to buy those metal shelving units that you can find at places like Menards. The shelves slip down over the corner posts and you can arrange your shelves at any height you want. That way you can have room for taller boots if you need to. They are very sturdy, fairly inexpensive, and come in different widths and heights. They are often on sale. I use them for shoe and boot storage, in my pantry closet for canned goods and dry products, and I have them in most of my closets for added stacking storage, as well as in my craft room and all over the garage!

Hello Sandra,
If you have a wall, add brackets and a plank of timber. If you need more, add another pair of brackets and another piece of timber. Easy Peasy!
Mogie gave you a great shoe rack.....how about a boot rack too:
