You could drill or hammer or screw dish before use into a wooden stake substantial enough for the project..........

When you say dish garden art do you mean a satellite dish or do you mean kitchen plates?
You could use a piece of pipe, a metal rod, or an upcycled stairs or porch dowel! Or, connect enough dishes together, so that a spindle is not necessary! A good glue option would be an outdoor clear silicone glue.
E-6000 works outdoors on most surfaces.
E-6000 glue is the best for adhering glass and id use a small bottle to connect them. I am currently making a birdbath and in between the two bowls I’m turning upside down a small whiskey bottle
