It seems like there's some mixed advice on this, so I probably wouldn't try to do it myself. You might just want to grow your cuttings normally, like this: https://www.youtube.com/watch?v=Xw4d-s9N8zE
You have to plant the potato. Here are the instructions in detail for you: https://www.gardeningknowhow.com/ornamental/flowers/roses/rose-cuttings-in-potato.htm#:~:text=Place%20the%20prepared%20cutting%20into,water%20around%20the%20planted%20cutting.
This has worked well for some and others have only gotten potatoes:

just skip the potato total waste of energy, time and potato. Potato usually just rots and then rots/kills plant you are trying to grow/start or only potato will grow

The first time I did this I did it with a red rose from the cheap bouquets at Walmart from Valentine’s Day 2018 and had wonderful success! We call it the “potato rose” and it’s over 7’ tall after 2 years! Since it came from a bouquet, the variety is quite fragrant. Right now it has more than 15 blooms! Crazy. Since my beginners luck “potato rose”, my success rate has dropped to about 50/50, and I haven’t grown any potatoes😊. (I keep it on my counter in a shall dish of water and change the water at least once a day. I have more than a dozen fully rooted plants now from this year.)
