Hot, soapy water works well. If it is a teflon type then in may be a throw away. Cast iron you can use SOS then you will need to condition it with cooking oil
I use a stainless steel wire scrubber and it takes off all the black that collects over time on my pots and pans
Bar keepers friend or comet for the stainless or aluminium. Tooth paste and a non abrasive sponge for nonstick, SOS pads on stainless and carbon steel. You just need to preseason after

If it's metal, soak it overnight with a mixture of Dawn dish detergent and hot water. Use a green pad and/or a magic eraser to remove the residue. Any remaining marks? I use a damp sponge with a little Bon Ami or Bartender's friend. Should all come off! Good luck and stay safe!

What material is the frying pan made out of (cast iron, aluminium, non-stick coating, etc.)?
Dish soap and water and put on the burner on med and use as spachula to rub off as it heats up it will boil off
You could put water in the pan with some dish soap. Hear the water to boiling. Turn off the heat. Pour out the water and scrub the pan with a dish sponge. If that doesn’t work, you could sprinkle a healthy amount of baking soda in the pan. Add a little water, scrub and rinse.

Soak in hot water and baking soda over night, then scrub with a Brillo pad or use Barkeepers friend
You can try oven cleaner, TSP substitute powder mixed with water, or Bar Keeper’s Friend. If it’s super scorched, it might be too hard to clean though.
