Styrofoam will break if stepped on. Are you trying to use it as a frame for making a cement stepping stone?

Styrofoam will not take the weight without denting, so not really suitable for a stepping stone. Sorry...
Do you mean cover the cooler top with cement or use the inside of it as a form? By it's self, it would not hold up as a stepping stone.

Styrofoam will not work as a stepping stone. It will break. You could use it as a form for making one, though.
I would use poured concrete as a true stepping stone. Styrofoam even coated with cement will not hold up to taking the weight of a person. You could coat a styrofoam top with cement to hang on a wall or as art.
Why use it for a stepping stone. Build a wooden frame and pour in cement. The cooler lid would be too slippery to use as a stepping stone anyway.
You should use a "just add water" ready mix that contains rock, sand, & cement. You can pick it up at most hardware and big box stores.
Nina: styrofoam would not make a good stepping stone. It will easily break.
I dont think it would make a good mold.
A mold needs to be able to hold some weight in the form of cement and styrofoam is not strong enough. I have a friend that bought a form at Lowes. The finished look as adorable and took less then a day to complete the project.
You can build stepping stones with quickcrete concrete and the round aluminum tins from takeout. I don't think styrofoam would hold up outdoors.
