Sounds like the paint isn’t sticking well. Painted paneling needs very careful prep - lots of sanding,
cleaning and priming. Unfortunately there’s not much you can do at this point. So sorry!
If scratches easily appeared, the surface may not have been sufficiently prepared/cured. Is this a wall, wood table, or otherwise? Your paint may not have been the best choice for that particular surface, or it requires additional coats. On a cabinet, it's always wise to poly coat for added protection. You'll never get the same finish that's achieved in a factory. You must also factor in room humidity levels and temperature when painting.

I don't think putting anything over it will adhere well. As others have suggested, you are probably having problems with paint adhering to a surface. Prep is truly the key. I would sand it, wipe it down, seal it and then paint. Good luck and stay safe!
