HI Vanessa, I would look for one or two tall planters that fit in that space between the stairs and plants a box wood, lavender, rosemary, or even a conifer inside. You can also stencil the front concrete area.

You could agree with the neighbour about what to do with the void or install another railing your side or fit a fence panel or trellis to the Steps or add stepped sized planters for easy removal if necessary. If you agree with neighbour to install planters also say that you will keep them tended and maintained. Best of luck!
A narrow planter with a tall trellis for a vining plant would be a nice addition and create some separation.
If you didn't want to put planters there you could buy some lanterns, or candle holders there. You could change them up seasonally too.
Surface Cleaner
Denatured alcohol is a degreasing agent that works best as a spot cleaner and for removing hard surface dirt and stains that traditional cleaning agents fail to remove. Apply denatured alcohol to a clean white cloth to remove stains from hard surfaces like tiles, wood, metal, and plastic, clear smudges from electronic component surfaces, clean up greasy spots in the kitchen, or clean your windows and mirrors. Denatured alcohol can also be used to remove mildew from leather surfaces; however, it is not suitable for suede or dyed leather. Also, it is not recommended for cleaning porous fabrics and acrylic, vinyl, or surfaces that are not coated or painted.
Solvent
Denatured alcohol is used as a solvent for shellac, which is a natural resin. Carpenters usually apply a mixture of shellac and denatured alcohol to wood. This protects the wood from scratches and UV rays, and also gives it a mirror-like finish.
You don't need a primer for chalk paint.
An outdoor rug would work. You can change seasonally. For something plain you could do rubber matting.

Hi Vanessa, I would put a blind of lattice between the steps, you could put faux vines on it from the dollar store and it would keep you from falling into that void
