Hi Jeri. I recommend taking the blinds down and putting them in your bathtub. Fill the tub with just enough warm water to cover the blinds. Add a squirt of Dawn dish soap. I like Dawn because it removes dirt, dust, and grease and grime. Use a rag to wash each slat individually. Then rinse with clean water. I put my blinds outside, on the grass in my backyard. After an hour or so, I take them indoors and hang them back up. Good luck Jeri.
You can purchase a blind cleaning tool for under $10. It's microfiber and would work great. You can clean several rows at one pass and don't have to take them down. Here's what I had in mind:

Hi Jeri, I agree that putting them in the bathtub is always good to get all of the dirt off. If they are not easily removable you can always use the soft attachment on your vacuum cleaner. In a pinch I also use a cloth. I close the blinds so they are more of a flat surface and then wipe them down. I then switch it to the opposite direction and wipe down that side.
First I vacuum them with the brush attachment to remove all the dust possible, next clean them with furniture polish and a micro fiber cloth or an old soft sock going from left yo right. Because they are wood, I am reluctant to put them into water, it might make the grain of the wood swell out if too wet for too long.

I would vacuum them off and then you could use a warm damp rag to rub away any tough stuff.
I found after 34 yrs in the house cleaning business the best and easiest way to cling slats on blinds is to use an old white sock, lightly dampen with water and just run your hand on the top and bottom at the same time on each slat- time consuming but works very well
HI,
you could use Wet Wipes!
