Are you thinking of vinyl planks or sheet vinyl? The thicknesses are very different between these two.

Better quality flooring tends to have the highest wear layers but is more expensive. Building professionals tend to stick with a minimum of 12 mil for residential and 28 mil for commercial. You should look for vinyl planks with a wear layer of at least 12 mil.
If you’ve got a bunch of loose pieces, you might consider removing them all first. While you might be able to repair them, if they came loose once, they may again which would ruin anything you put over it.
