question cut off. You can use loctite construction adhesive to reglue the spots that are poppping up. Smear some under the edges with a popsicle stick and weight down with bricks of something very heavy for a few hours. I see the second part looks like you want to wallpaper?? never a good idea on a floor.
Once you get all the seams glued down you can paint or do a brown paper bag effect.

Use Double Sided Tape to secure your flooring. I would not Wallpaper it as it would not stand up to traffic.
I would remove the old flooring and redo it. I have covered old vinyl with a thin Luan plywood and then added new flooring (sheet vinyl, vinyl self-stick tiles, actual ceramic tiles, or a floating floor (this doesn't need the plywood).
