Hire a Dehumidifier! Place bags of Charcoal around to soak up the smell ! Place pots of salt to take up any Damp. Use Damp Collectors (Cheap in Pound Stores) Deep clean all the Fabrics in the house - Carpets - Curtains - Beds - etc. Check for Rising Damp or Dry Rot - Check for Rodents - Woodworm or Termites etc. Strip wallpapers, Check Loft area!

You need to find the source of the damp smell and eliminate it. Also, a dehumidifier should help.
I agree with Ann, you’ll need to track down the source and fix it otherwise it’ll continue to worsen.
Dehumidifier would be #1 on my list. Damp Rid in buckets to accelerate the process. You can also get Damp Rid hanging bags for the closets. These steps will help to get rid of the source.
Then clean everything with OdoBan. It will disinfect and deodorize.
If it has been closed up for a while, start by airing it out. Open windows and start to clean. Look for damp basement and get a dehumidifier if yes. Once you start to clean and paint the smell should dissipate.
I'd scrub all walls, floors, baseboards, ceilings with Pine Sol and follow with a vinegar and water rinse. Run fans to help dry things out. Rugs and draperies may need deep cleaned. Check rug pads-they may need replaced.
The Odo Ban and dehumidifier are excellent ideas. Place pans of activated charcoal around, as well. Run exhaust fans in kitchen/bath. Open windows and turn on fans.
Check basement for wet areas.
Check downspouts and insure water is directed a minimum of 10' away from foundation. Insure ground slopes away from foundation. Keep mulch away from foundation. Prune trees if needed to increase air circulation/sunlight.
Check attic for evidence of water intrusion. Check flashing on chimney and check mortar on chimney/brickwork/foundation block. Check basement sillplate for dampness.

That smell results from dampness and you have to lower the humidity to help with that. A dehumidifier will help along with fresh air and sunshine. We live in a high humidity area and have found the bags that collect excess moisture are very valuable.I really don't care for the on the floor pots that collect water from the air, I tend to trip over them no matter where they are located.
Activate charcoal helps alot too.
If there is any fabric in the house, such as curtains, remove and clean them, mold loves to live there.
Water coming in from the outside is also a factor, check to see if all water outside is diverted away from the house, check from the roof down.
I use Damp Rid
Be sure to purchase a dehumidifier that has capacity to attach a hose to drain the water, and an automatic shut off when the reservoir is full. Extra pennies spent here right from the start will greatly help reduce the possibility of any water flooding out when (not if) you forget to empty the reservoir.
Damp Rid is a good product. But try to find the source of the smell... it could be black mold!
I use an essential oil diffuser to clean the air and add a great smell to the room.
Must not have insulation..... I would do the following 1) put in a dehumidifier, 2) put a fan in the window to exhaust fumes out the room, you can even buy the Holmes ones at Walmart that have 2 fans one that blows fresh air in and one that exhausts air out, 3) if the walls have mildew on them from not beining insulated or the heat was turned off for awhile - wash walls with vinegar water using a car sponge, 4) they make a spray to kill mold called Concrobium, just did my clients closets (no odor), 5) if the rugs were left wet, reshampoo them using a bit of vinegar in the water, and then run large fans in the room with heat 5) Room shocker is an odor remover that many contractors use you can buy at big box home stores like Home Depot or Walmart.
