I've tried several DIY solutions I've seen on home talk, but none have worked well. I should just throw it away but it's one of my favorites!
I take mine out to the backyard and spray them with oven cleaner, make sure there is no wind. Wear gloves and eye protection. Let set according to the can directions and rinse off and let dry before bringing them into the house
Here's a link with several methods. I've actually tried a few and they didn't work that well - I just replace them.

Spray some water on it and then sprinkle baking soda. Let it sit for a good half hour and scrub off with a sponge.
It depends on what they type of material they are as to how to clean. There are many that aren't safe to use oven cleaner because they have a protective coating. You can scrub with an SOS or Brillo pad. Use a steel wool scrubber and baking soda/hydrogen peroxide paste. Marble paste and a regular sponge. You can try soaking in soapy hot blue dawn water. Boil dishwasher detergent in a large pot and immerse but you will have to do it one end at a time.
Hello I like to soak them with Dawn soapy water followed by using a spray greaser. After substantial debris is removed a Brillo or other type of stainless steel pad might be used to get the final coating off

If the baking sheets are so badly burnt, scratched, rusted, or warped, instead of spending money and time trying to revive them, it may simply be more cost effective to purchase new ones.
Make a paste with baking soda and scrub
I just thought of one thing, if you use marble paste make sure your pans aren’t aluminum. Another option is to spray with a degreaser and then scrub. The awesome brand at dollar tree is a good one.
Baking soda sprinkled on top and then rinse with hot water
Mine were so bad, rusted and not fit for cooking anymore, so I upcycled them into decor and bought new. https://www.exquisitelyunremarkable.com/2018/09/cookie-sheet-makeover.html
I use Bar Keepers Friend and a scrubby pad. I have also resolved myself to accepting they’ll never be brand new spotless anymore.
