To answer your question, Yes, any electrical outlet can be repositioned almost anywhere else in the room.
Two main factors that usually determine the cost and the work involved in doing this are:
1/ if there is enough physical space within the walls (without hitting HVAC, other pipes, etc.) to mount the electrical box in the exact new location desired.
2/ if there is adequate length of wire from the old location to the new location to connect the wires. If not, then a new additional junction box will have to be installed, or a new longer length of wire will have to be 'fished' through the walls connecting the new plug location to the panel or to the junction box.

Most any outlet can be moved anywhere, it's just a matter of expense/cost to do so. Maybe best to ask the question on the specific post you saw to help alert the person to the possible danger you mention.
While you’re moving the outlet, it needs to be a GFCI outlet within 24” of any water. As in any faucet or tub/shower.

Yes, but you would need to be able to extend the cable. If you are not qualified to do it, call in an electrician to do it for you. (Better to be safe than sorry)!
