It is a pain, and very rarely do I use it. However these days they have peel and stick wallpaper and I might give that a try.
Rent a steamer. It makes the job much easier.
Hot water or a steamer might do it. You can also get a scoring tool to scratch up the paper first. It’s going to be a project no matter which way you go.

Vinegar spray. Pull off top layer, spray again and the bottom layer will come off nicely. Or steam it and do the same thing.

Get a paper tiger and score the wallpaper. Spray with Downy fabric softener and water [approximately 1/2 1nd 1/2] Let sit for 15 minutes. Take a plastic scraper, you can get them for 50c at the auto store. Scrape the layers off. May require a couple of scrapings. You room will smell amazing. I did this in my bathroom and got all the layers off.
Here's an example of an electric wallpaper steamer you can rent from Home Depot:

You could score lightly with Paper Tiger, it pokes small holes in it, then use a steamer to loosen. A bit of patience but it will peel off. You can also mix 50/50 fabric softener and hot water in a spray bottle to loosen the adhesive.
Thank you all for sharing. I will try and see what works best for me.
