Do you know what the material is? If it’s wood or a plastic wood, you can paint them. If it’s fabric, you’ll need a dye for synthetic fabrics or a fabric paint.

I have spray painted my vertical slats with Rustoleum. You could also use Krylon for Plastic.
If your blinds are plastic or wood and smooth, you can choose to spray paint them, lightly rough up the surface with sand paper so the paint will adhere better. after the sanding, wipe them down so no dust remains, the spray paint with light coats so you do not get runs, let dry and rehang. If they are already fabric, you do not need to rough them up. Whichever you have start with a clean base.
Some diy-ers have used alcohol to add unique patterns to a painted counter top. Is that what you are thinking of doing?
Hi Mimi, if you are able to remove the slats you can roll them and die them in a large tub or bucket. I am assuming they are fabric. You should be able to use any diluted natural paint (non-latex such as Annie Sloan or natural milk paint) diluted or a product like RIT dye.
