Hello. There are fabric spray paints that are available. I know of a situation where someone used it for outdoor patio pillows and cushions with less then positive results.
It might be suggested to look at the products Q&A and reviews before making the investment for this paint.
I've never had good results
I attempted to paint an outdoor cushion. This didn't go well. I used 3 cans of paint for a 2 x 4 foot cushion and it never did cover the pattern. Huge waste of money since the fabric paint was MUCH more then standard spray paint.

Upholstery fabric can be painted with regular wall paint. Just dilute with water and apply one coat, let dry, sand slightly, apply a second coat of the diluted paint, until the upholstery is completely covered. There are many instructional videos on how to do this on youtube. Great way to makeover furniture you no longer love.
It depends on the fabric.
Poly-olefin weaves (like Herculon) will not absorb any water based paint. I would spray them with a Vinyl paint (auto parts stores).
Fabrics with a pile or a lot of nap will become stiff, unless the paint is really diluted and you work it in.
Somewhere here on the HT Archives is a post from someone who had a very bad result with painting their upholstery. I don’t recall what paint they used or how they applied it, but I’ll try to find it for you.
