Are you hoping to plant something in it?
Why would you want to build a plastic bin? They are cheap and without the correct tools that would be impossible.
You can even get these at the salvation army and they are dirt cheap.
Are you trying to create a plastic drop off container for delivered packages? If so, you might consider buying one ready for assembly, Amazon has them. If you want to do this project, there are many plans out there for wooden ones. Paint it with Marine exterior paint to repel water. Exterior caulk.
