Do you mean the rubber flab on the sink drain or the drain itself?
Besides hitting the red reset button there is also an allen wrench key that comes with the disposal that fits in the bottom of the garbage disposal, turn it a couple times and try turning it on.... if it doesn't work the first time try again. I do put a small flashlight in the disposal to see if something is blocking it. I've fished out parts of cat can lid, turkey key, pennies, toothpicks etc.
If its the odor, cut a lemon in half and grind it up, then do the other half.
I also use Roebic Drain Cleaner which is a bacterial cleaning with no chemicals down mine once or twice a year.
I use Lemi Shine for drains You can find it in the grocery stores

There should be a clean out under your sink for the disposal.. Or you may need to remove the "Trap" to clean

There is usually a little wrench that comes with the disposal to help clear it out

I sprinkle baking soda in then douse with vinegar. I also occasionally toss a handful of ice cubes in then run the disposal.
For the garbage disposal itself, I “brush its teeth” with a dollar store small toilet brush.
For “toothpaste” I pour cheap dish soap on it and then baking soda.
I scrub up, down and around.
Run water on the brush while it’s in there or else when you pull it out, it will be really yucky. Watch for splatters when removing it.
