It isn't clear from your question what your goal is with the bathroom. Are you asking for ideas on how you can add a shower feature to the bathtub, or are you wanting to remove the tub completely and replace it with a shower stall?
You say you've tried everything on the tub, so it may need to be resurfaced. For storage, think about the walls - hang a cabinet or shelves.

You could paint the tub with a kit like RustOleum Tub & Tile. Another option is to have a cover put over it. Of course, replacing it also an option but probably the last thing on your list of what to do. You can usually add a shower to a tub if you want to. That's not a terribly difficult thing but you might have to hire a plumber if you haven't done any plumbing work.
As for storage, go to the walls. You can put shelves above the door with baskets for things like toilet paper. Add storage under the sink with a shelf system that adjusts around the pipes. If there's no cabinet underneath, add a curtain and store in the area. Shelves above the toilet or a cabinet and any other wall space.
Have you tried something like Bar Keeper's Friend or Cerama Bryte? I have an old porcelain kitchen sink that was so stained and it took it right out.
You could have the tub removed and add a shower, taking up approximately half of the tub space and would give you an area for a closet to store things. If you want to keep the tub, you could stow items under the sink, over the toilet, maybe even over the door. The tub can also be painted, Rustoleum offers a Tub and tile kit which works well.
For a small storage space, you could put in shelves between the studs.
Next spring I plan on removing my garden tub and putting a large walk in shower in it's place.

Hi! If the finish is too worn, refinishing is probably the best option. I have used the Rustoleum tile and tub product, but, it is smelly and the tub won't be available for awhile. You can remove the tub and get a new tub/shower put in. For storage, hooks, shelves, and on the back of the door will give you more storage. Good luck!

For more storage I added an old kitchen cabinet over the toliet, for clients I have added those over the toliet shelving units.
I have also found a shelf above the bathroom door added storage for towels, toliet paper etc.
Adding stackable plastic bins under the sink expands storage.
I added smaller towel racks but stacked two, one over the other to save space.
I also changed out my medicine cabinet for a large one, set into the wall.
As to stains, Bar Keepers Friend is great, and I have also used Dollar Tree Awesome Orange to get years of soap scum off. If its iron deposits, use CLR and/or Iron Out if heavily stained.
I’d do a search here on Hometalk (use the search bar at the top left) and online looking at images of small bathrooms to get ideas that will fit your needs and what you’re looking to store then replicate them. You can get a kit to resurface the tub but having a pro do it will last longer.
