I would hire a licensed plumber to do the job since you will need to be sure to get the county codes, etc. unless you are good with plumbing yourself

Hi! We did two different ones ourselves, and it would be much simpler to get the rough in done by a plumber. Used to be, where I live, they were pretty easygoing about inspections and permits. Not anymore! Now, it's all by the book. So check locally to see what the requirements are before starting your project. Good luck!
Hi there, it really depends on where you live. Up until just a few years ago I was so far outside of a town that people in my neighborhood didn't even need an electrical inspection. No one needs permits near me either and there are no codes or laws regarding plumbing. (Besides putting in a brand new septic tank.)
So that's where I would start before you do anything - just make sure you have a permit if you need it etc. After that the location of the bathroom is going to determine just how much work you'll be seeing.
If its on a slab foundation you'll have to jack hammer out the slab to get to a drain.
If its in the basement you will need to install a sub pump.
On the other hand if your new bathroom is close to other plumbing (such as a kitchen) tapping in to those drain and water lines could be a pretty simple job.
