To avoid weeds growing in between your tiles, be sure to put down a weed barrier first. You could use sod, but then you have to trim it around the pool.

Ceramic tile will not work outdoors with temp changes. Sand is not a good subbase.

Making an Outdoor Oasis Around Your Intex Pool
Rocks or rubber mulch is the way to go. Landscaping plants wont survive the chlorine when the pool water splashes out. Or build a deck around the pool.
If you go with the deck idea perfect place for some chairs and a table also. Also good place for pool toy storage.
Hello,
I fear your idea of just laying ceramic tiles on sand and soil will only end in disaster. Better to lay Grass turves and inset with Stepping stones.

You should use outdoor pavers as ceramic tile is not meant to be outdoors, it won't stay put, and it will crack.
