What is the painting - Oil Acrylic? Best to buy or borrow a book on the subject of Painting Conservation. If the painting is old it could be valuable, and it would be worth getting it evaluated.

Use a good microfiber duster. If there is a build up, you can lightly spray with a hair dryer on cool/low or use canned air from a distance that won't disturb the material.
Hello. If it’s nothing extremely valuable I have use baby wipes on mine. I have found that can remove smoking and nicotine residue from thrifted paintings.
If it's an important painting, you should take it to someone professional. If it's not, a little soapy water should be fine.
You can definitely use cloth with cleaning solutions of water and a tiny drop of dishwashing soap. Or you can use cotton ball by lightly soaking it in alcohol.
