I use Dollar Tree Awesome Grill & Oven Cleaner in the pump spray bottle... only thing that doesn't leave me gasping for air. This is the best stuff I've ever used.
If the grate part comes free, you can spray and put in a plastic bag in the sun for awhile, then rise and when that dirty I use either a soft brass wire brush and/or steel wool.
Make sure everything is cool/the grill hasn’t been used recently.
Start by taking the grills out (you can soak them in hot water and a degreaser at this point if you want).
While the grills are soaking, use a shop vac to clean all the debris from inside. Often the propane burners can be jammed with mess from the bottom. Work carefully to try and get all of the loose material.
Rinse the grills and reassemble.
Finally, I usually run mine as hot as it can go for 10-15 minutes (or more if it’s really greasy) after cleaning and after using. This will burn off a lot of grease and make it easier to scrape with a wire scraper during future cleans.

Grill brush and/or crumpled aluminum foil. heat the grill to soften the build up. Always coat the grill grates with vegetable oil before cooking. Prevents food sticking and burned build up.

Be very careful if using a wire brush, they've been in the news lately , a lot, for bristles that fall out of the brush, get stuck on the grills and lodged in food. I would avoid if possible.
We use a grill stone instead of a brush because of the reason Kim mentions above. Unfortunately, this actually happened to a friend of ours, and he swallowed the bristle, causing a huge health concern.
I would agree with William. Brush off the grease from a warm grill with crumpled up tin foil. Treat it the same way as a cast iron frying pan. Don’t try to remove everything and make it shiny. When the grill is hot coat it with oil. When you finish cooking scrub off the excess cooked on material.
I use a piece of wood and a Stainless Steel wire brush. You could also remove them and spray with oven cleaner, then scrub with wire brush

I bought Cirta strip gill cleaner at Home Depot WOW does that work. Looks like your covers may need to be replaced. Amazon sells replacement covers.
Get a large bucket with hot soapy water with a lot of dish soap in the water to break up grease get Brillo and scrubby sponges and soak them then start scrubbing when done I line the bottom of the grill with heavy duty foil and pop out all the holes it helps with cleanup
Hot soapy water in a large bucket use dish soap like blue dawn let soak for like 1 hour if real bad then use brilliant to loosen grime and then hose off
Ps if you have a self clean oven you could use that But scrap off all large stuck on because it will smoke only leave on about a hour
