Perhaps they should think about storing some of their "out of season " clothing in the attic or basement in rubbermaid bins.
Use the vacuum bags to store out of season clothes. In the spare bedroom, hang the clothes that worn real often, like more formal clothes. Get a couple of chest of drawers for sweaters, tshirts, jeans, things that don't wrinkle and need to be hung up. You could also put those things in under the bed boxes to save some room in the dresser. In the three year olds room, put a lower rod in the closet for hanging up more clothes. If more room to hang clothes is needed there are covered clothes closets you can buy and put together that work well. They are also a blank slate that they can decorate themselves as they see fit.
Or do wall-to wall wardrobe cabinets along one wall. IKEA ones are fairly reasonable. Ideally I'd recommend something with doors to be able to hide clothes from any potential guests.
if you want it to be multi purpose- how about adding a floating shelf instead of a desk so it takes up less room but is the right hight to be used as a desk as well
