How do we construct a patio over a cracked concrete surface?

We would like to build a patio over the floor of an old garage that has been torn down. Without jackhammering the cracked concrete , what options do we have to make a functional area?

Make a deck over it
You can make a raised wooden platform deck over the existing pad. Measure twice cut once.
