I would thin the only way to do that would be something like liquid nails. Before I put up any wood, I would check for moisture by taping a piece of clear plastic onto the wall for a couple of days.

If I were you I would check with the local weatherman for your last frost day as it changes from year to year. You might also be able to call your local agrictulture department in your county. They might help
Never attach wood directly to concrete regardless of whether or not you think it is dry or not. You need to build a stud wall away from the concrete to insure air circulation or use rigid foam as a thermal break between the concrete and a stud wall. You can also fur out the concrete wall, insulate, and then install the cedar. Use only eastern red cedar. You should have an insulated floor as well as weather stripping around the door. The effectiveness of the cedar closet is keeping moisture out and keeping the cedar aroma in.
