The vinegar will react with the baking soda and gently foam. Do a final wipe down: Take your damp cloth and wipe out the remaining foamy vinegar-baking-soda mixture. Repeat until all the baking soda residue is gone. Add more water or vinegar to your cloth as needed while wiping to really get the oven clean and shiny.
This link has several great ways to clean the oven racks specifically (I agree with Amanda on using vinegar and baking soda for the inside of the oven, that worked great for me as well):

I use my steamer. No chemicals and it does the scrubbing
Put in a lawn and leaf bag and spray with oven cleaner and let sit in the sun, or back in the day, I used to wash in the bathtub.
If you clean your oven and racks with a mixture of water, baking soda, and vinegar, it can be very safe, if you follow directions. Place a glass or plastic bowl with 1/2 cup of water and 1/2 cup of baking soda on the lowest rack. Slowly pour in 1/2 cup of vinegar and close the door. Seal it with tape if the door is loose. Let it sit at least three hours and overnight is better. This should dissolve burned on gunk. You can pour the mixture down your sink, especially down the garbage disposal to freshen the drains. Then use warm soapy water to wipe out the oven. If your oven was very grimy, you may have to repeat or go to more caustic cleaners. Best wishes 😇
Turn the oven onto 200 degrees, when it reaches that temp turn it off, add a bowl of ammonia, shut the door and keep it shut until the next morning. Then wipe clean, it is the fumes that do the work.
For standard cleaning, use a soapy sponge and hot water to wipe the racks. For stubborn messes, soak oven racks in hot water, dish soap, and a couple scoops of baking soda. Let the racks soak in this mixture for 15 to 30 minutes before scrubbing clean with a soft sponge.
