Are you trying to get rid of the stains? Do you know what the stains are from? I'd try spraying it with dissolved oxiclean powder and see if that removes the stain.
It depends on the type of stain. I would treat it just as any other surface unless it’s paint. I that case you can scrape it off

It really depends on weather its the mirror coming off from the back of the glass or an actual stain ON the glass. Have you trued gently taking a razer blade to it?
If it's along the edges you can frame the mirror. If it's anywhere else more likely moisture got behind the mirror and affected the silvering. That can't be repaired
