If it's greasy, before I tried anything with water, I'd try rubbing cornstarch into the collar and letting it sit overnight. Repeat if necessary. If you still need to wet it, I'd try rubbing in only the foam from something like saddle soap and follow it with a rub-in of corn starch. Let it dry thoroughly for several hours, then brush off with a soft brush or cloth. I used to design costumes for ballet and theater, and corn starch can work miracles without any harm! I agree, cornstarch works well, and sometimes takes more than one application. If that isn't sufficient, you could also try a tiny bit of liquid castile soap and water. Dampen an old face cloth with it, and careful rub it on. Then wipe with a clean dry cloth.
