Hi Lori, if the concrete is outside you're in better shape than if it's inside. For outside use a pressure washer and a good scrub brush. Reseal. If the concrete is inside, it may not have been sealed and the urine has soaked into the concrete. Purchase an enzyme based cleaner that is for the removal of urine. It will remove the surface layer and odor. Then seal the floor. Good luck.

I have used baking soda. Just pour some over the stain, sweep up in a few days, do again until it is gone. This was in a cracked basement floor.

Scrub with a wire brush and Ammonia. Ammonia is the only product that removes urine. Use caution when using ammonia. Make sure you have a fan going if indoors and don't spray near your eyes or breath it's fumes. Hope that helps.

Never had much luck with that. I tried enzyme based products and that didn’t seem to work. I think it’s because unsealed concrete is so pourous. My cat peed in our garage floor so I ended up staining and and sealing with polyurethane the entire concrete floor and It was a very labor intensive task.
