Hello Mary! Great question! Velvet can be a tricky fabric to clean! Here is a link that provides a step-by-step process to clean up a soiled velvet painting:

I would suggest it be taken to a dry cleaners as you do not want to ruin the paint.
I would call an antique store, or a craft store, between them you should get some answers. Good Luck!
