I brush off rust, and sand if needed. You can get inexpensive wire brushes (I've even found them at the dollar store). Once you get it to bare metal, you can use a metal primer and paint. I personally like Rustoleum products. -

Wash with coke then sand -

You may have to use a scrub brush, then dry this well, and put in the sun, to totally dry. Put this in the garage to keep out of weather, until winter and the spring rains are completely over with. J.
