have you tried white vinegar AND WATER
It sounds like the manufacturer's finish is flat, not shiny. If so, you cannot restore something that was never there. If not, most laminates carry a generous warranty on the finish. You should contact your installer or the manufacturer.
Once and Done is a product I use in my cleaning business. You can get it at Home Depot or online. They have a cleaner, polish, and one you can use on regular basis. They have it for laminate, vinyl and tile floors.
