Oh My! I always washed off as much of it as I could without ruining the finish of the wall board. Then let it dry really well and sand it lightly. I would always suggest a primer paint such as Kilz before painting.
There are paints now that have the primers in them but they are very expensive and they require so much more paint. I found it difficult to work with because it was so thick. It is easier to put on a coat of kilz and then a coat or 2 of paint!
I always soak a large sponge in warm water and then get the wallpaper really wet. It peels off in larger pieces when wet. And also you can make small slices with a razor to remove sections, but don't cut deep or you'll have to repair the plaster.
Hello Denise! Use inexpensive liquid fabric softener on a bucket of warm water to remove the glue. About half water, half fabric softener to begin with. Keep wiping with this solution, using fresh rags frequently as they get gummy from the glue as it comes off the wall. Use fresh solution as well if you have a lot of wall to do. If there is really a lot of glue you can use a plastic scraper to remove gobs of it as the fabric softener works it's magic. After you think you have removed the all of the glue let the wall dry well and feel it with your hands. If it still feels sticky wash it a few times with just warm water to remove more glue. You do want to use primer before you paint--use a separate primer even if you buy paint with primer in it.
Denise,. Try water mixed with vinegar. Half cup vinegar, to 32 oz of water. You'll need a good sponge to remove glue. Buy one that is oversized, which will give you more of an area to clean. Spray a 12x12 area using the spray on the sponge. Then clean that area, then wipe with a dry cloth. This will take some time, but if you paint or wallpaper, you'll have a smooth finish. Aloha!

How old is the glue?
Sponge on hot water or use a spray on wallpaper remover. Wait a minute or two and scrape off with a plastic scraper (do not use a metal scraper because it will ruin the wall). You may have to re-wet a couple times. I always used hot water. Good luck and have patience!

In a bucket, thoroughly mix one tablespoon of baking soda, a few drops of liquid dish soap, and hot water. For every gallon of water used, add one cup of vinegar if the wall glue is extremely difficult to remove. Advice: Fill a spray bottle with the cleaning solution instead of using a sponge and bucket.
Use a Steamer or WD-40 - or Soapy Water and a Scraper.
