Are they neutered? This is typical behavior for boy dogs, but can be stopped. See if this helps.

I used vinegar and water, with a dash of Dawn dish liquid with my cats. Are the dogs neutered, if not that can cause territory marking

I hate it when dogs or cats do that. There are enzyme products, but, the best results involved vinegar and baking soda. It may take multiple cleanings no matter what you use. If possible keep them away from the area, since they will keep going back to that spot.
That is why I got rid of the carpet from my house, and replaced with laminate. I know it's pricey to do, but easy to clean up. Good luck
