No the "paper" won't bubble or lift. Clean it well with a general purpose cleaner or a little dish liquid and warm water. Rinse well and let dry. Prime with Kilz or BIN 123 primer. Then paint your color. Seal and protect the paint with three coats of a water based polyurethane. I like Minwax Polycrylic.
Here are some instructions on how to do your project:

You can check this one out https://www.hunker.com/13412945/how-to-paint-pressed-wood-furniture this may greatly help you.
Wipe down. Dry. Prime then 1 coat of Undercoat and Two Coats of Gloss or Satin Top coat.
Clean with TSP then prime and paint.
If it has a shiny finish the TSP doesn't reduce, you can scuff with fine steel wool and then wipe down with denatured alcohol. Then you can prime & paint.

Latex or acrylic paint is your best choice. Here's a link with more information for you:

If you use anything but a water based poly your paint will get a yellow tinge.
Step 1
Sand the pressed wood furniture with 220-grit sandpaper until the finish appears dull. Sand with the wood grain.
Step 2
Wipe down the pressed wood with tack cloths.
Step 3
Set the pressed wood furniture on a heavy-duty fabric drop cloth. Use painter's tape to cover any portions of the furniture you'd like to remain unfinished.
Step 4
Coat the pressed wood furniture with oil-based primer, using a natural-bristle paintbrush. Brush vertically, applying gentle pressure. Watch carefully for runs, and smooth them as they appear. Wait two hours for the oil-based primer to dry.
Step 5
Clean the natural-bristle paintbrush with mineral spirits.
Step 6
Coat the pressed wood furniture with acrylic enamel, using a polyester paintbrush. Paint the furniture just as you primed it. Wait four hours before using the furniture.
Yes! I know what you mean, that is a finish on the cabinet. Before priming and painting, take a fine grit sand paper and go over the entire piece. Make sure there are no loose edges or pieces.
Next be sure to apply at least two coats of primer. I am a fan of Kilz and always had good luck, however, I know some people prefer to use other brands.
Ensure that your primer is completely dry before painting.
There is also this product that is supposed to work amazing - you first paint this on a slick surface before painting. (affiliate link) https://amzn.to/3LllyTE
Know it won’t lift if there are any ruff spots sand with fine sand paper then paint just make shure the paper is down well if it’s sticking up glue it down with wood glue or white glue then paint it .
