Define "secure" - as in built into the ground or by locks on gates or height of fences and gates.
Secure it... to keep the dog in... as in climbing or digging out... or to secure it down so it won't tip over?
Use hardware cloth buried six or so inches down. Secure to the ground with screw in anchors.

How about those straps like is used on mobile homes. The go in the ground attached to the house. I believe they go over the house. Good luck.
if you are referring to a chain link dog run they make anchors that attach to the bottom rail and are driven into the ground -- but ... they are usually not well made nor long enough -- they are usually sold as 'rebar' anchors for chain link - they are hooked to slip over the bottom rail or the upright anchors that are used instead of concrete
