Try Elmer’s white glue. You can add a little water to better spread it. Think wallpaper.
Gorilla Glue
Hot Glue works great. Also, stapler works . And i think in order for the spray adhesive to work you might have to let it get tacky...dry a tad . Then press the cloth to the corkboard and maybe add something heavy on top as it dries. Trail and error. Good luck!!!

The spray glue will work. Spray the fabric and the cork board. Wait a few minutes till both are tacky to the touch. Then stick them together. This will be permanent.
I agree that the spray glue will work. It will need a little time to get tacky.
