I add a dark glaze to tone down the brassiness and was very please with the outcome. Anytime painting or doing something along these lines, I scuff with fine steel wool and then clean with denatured alcohol.
Spray paint! Give it a good cleaning and then use a spray paint designed for multi-surfaces.

Rustoleum and Krylon make a good spray paint for metal, you might even want to consider a hammered paint appearance. Just prepare you brass base of the lamp with cleaning and gently roughing up the surface for better adhesion.

Your local paint/hardware store will have several good spray paint options. Just make sure you clean it well and a light sanding wouldn't hurt.
I use spray paint on many of my home projects! For anything metal, I rely on Rustoleum products. Would definitely make sure and clean the lamp with diluted dish soap, like Dawn, to remove any grungy stuff, rinse with water, and then wipe down with some cheap alcohol just to make sure the surface is clean before painting.
