I would clamp the cork so it doesn't move, a vice would be good for this. Then you can use a drill to make the hole.
I agree with Ann, another tip is to put the cork in the freezer for a bit before drilling
If you are using a "true" cork, not plastic, boil it first, let dry and use a vise grip.
