In my experience with wallpaper, it is best to remove the old paper before applying new paper.
if the old paper is WELL stuck than you can, did this in my kitchen, old stuff was about 7 years old and stuck on with adhesive , so i use water activated paper and has been up 15 yrs. now

Remove it. I have removed more wallpaper than I care to admit. It will make it harder to remove the next time you redecorate creating more possible damage to the drywall underneath = more time and more $ on the project. Here is how I do it.

On a couple of occasions I even cut the drywall out and installed new as there were so many layers of wallpaper and some were painted in between that the time and labor cost wasn't worth it - cheaper and faster to remove and replace.
Rent the steamer and scoring tools. Score score score, the more holes the more steam gets in and easier to remove.
Remove it and save a headache
It is best to remove it, starting with a clean slate is always better. BUT you can put wall paper over wall paper if the first layer is really stuck on the wall. You have to repair any holes and prime over the walls with oil based primer, then your walls will be ready for the new paper. If you didn't hang the original paper, there is a chance that the wall was not properly prepared for paper and that can be a real mess to remove not to mention the repairs to the wall. I too have changed out drywall to get rid of paper that was painted, papered, and painted again on walls that were not painted first. It is a mess. It is the reason I repaired, primed and papered the last room. Needless to say, I am not a fan of wall paper.
It would be best to remove the previous wallpaper.
