I would make a cushion out of a durable cloth like drop cloth with elastic around the edges, and remove it at the end of the day if the tractor is outside. I'd use a material like that so it was washable. I also found a link that sells cushions by model:

You could use most any fabric you like to make a "shower cap" that fits the measurements of your tractor seat. Cut the fabric larger than the seat, then hem it all around, run elastic through the hem and make the elastic short enough to create the stretch for the cover. Maybe use a quilted light color fabric for comfort and so it is washable.
I would use an outdoor vinyl to make the cover. It can be as simple as a circle with elastic all the way around it to fit over the seat.

Make a shower cap style cover out of weather resistant vinyl, it won't take much material. See if any local fabric stores have remnants. Remember, measure twice, cut once.
