It would be better to Frame the pictures and seal the glass to prevent damp from getting in. Otherwise - Get your pictures Laminated first before putting on wall.
If you are wanting to hang paper pictures in the bathroom, I would frame them. Steam will damage them. If you can seal them at least that would help. Perhaps lamination is in order.
I think you are wanting to cover the wallpaper with the pictures, right? First paint Primer over the wallpaper. Use Mod Podge, according to directions, to put the pictures over the wallpaper. (Mod Podge on wall, on back of picture, and when it is dry on the front of the picture too.) Here is a photo of my half bath with photocopies of old patent medicine advertising Mod Podged over the wallpaper. It helps if you spray the pictures first with clear acrylic spray paint so the ink doesn't bleed when you put on the Mod Podge. Use a squeegee to take out bubbles.
