Cut clear pieces of plexi-glass or plastic corrugated "cardboard" (visit Lowes or Home Depot to buy) and lay on top of the wire racks. You can secure them from the underside with a few pieces of duct tape, or drill small holes in the plexi-glass and use bread bag ties/garbage bag ties to secure the stuff to the wire rack.
You can try laying a thin piece of plywood on wire shelf, then covering the wire with a quilted fabric .
Go to the dollar or craft store and purchase foam core board or use sturdy cardboard that you may have around the house. Cut to fit the shelf and then cover in fabric or paper and place back on the shelf. Or measure and have a piece of wood cut to cover up the wire rack. Paint or stain as desired.
You can cover with a thin plywood and add a lip of wood as in example below. Personally, I had an old cheap book shelf and used the shelves on mine. Book shelf was falling apart but shelves were fine. Have no pic of mine but this one should give you the idea.
