How to repurpose a picture on a canvas frame?
I purchased a picture on a canvas frame with the intentions of painting over it. Since it appears to have a seal over it I wonder now if I can apply acrylic paint to the surface or will I have to prepare the surface or can I even do it at all?

Try priming it with a primer called Stick it, sold at home depot. Try to sand off some of the sheen
Estelle, I paint over them all the time. You can use most any paint you have, I've used Kilz, and also I've used left over interior paint. It all has done just fine. It's much cheaper than buying a new canvas, isn't it?
I do it, too. If it's a water based varnish you should be able to paint over it easily. If it's an oil based varnish, you may need to give it a little sanding before you paint. Enjoy your painting!
Gesso prepares the canvas for any medium.

Yes-I do this all the time—- its an exceptional way to utilize both the canvas and frame.
Just Prime over the canvas. My favorite primer is this Valspar its thick like pudding, great coverage and ability to reseal the canvas.
If there is unsightly underlying texture I sometimes bondo over that prior to priming.
