The problem is probably what the paper was attached to the wall with..many glues are horrible when being removed. Talk with the people you are buying the wall paper from..they probably have good ideas to suggest.
Lowes, etc carries peel and stick that is supposed to be removable... Never used it..
Any store that carries wallpaper will have some sort of selection. Even Joann's!
