We are in process of removing our popcorn ceilings. We have laid drop cloths over the floors and cleaned out the room we are working on. We live in a modular so not sure if it would be same for you but all my husband has done is spray the ceiling with a water bottle-damp but not soaked-and waited a few minutes and then started scraping with a large drywall tool.

You may need to float a thin layer of "mud" over it if it has visible nail holes or tape lines, and then just sand it to smooth it. I did a house that we lived in and after I was happy with it, I just painted it with a coat of Kilz 2 and finally a coat of flat white ceiling paint.
