Hi Molly, they make styrofoam ceiling tiles now that you can just glue up to cover it and they're paintable. I used them in a guest house where the ceiling with basically not savable and was pleasantly surprised at how nice they looked when we were done. Otherwise, to completely remove popcorn texture I'm sorry to say you're going to need to wet it down and scrap it off. -

Sounds like you are looking for a way to get a result with out doing any of the work required to get it done correctly. You need to spray with water to loosen and soften the popcorn material.... BUT... it WILL require scraping to really get it off. AND...once the popcorn is removed you will need to address the unfinished drywall that the popcorn was sprayed over ...that is the reason why builders use popcorn in the first place.... so they don't have to pay to tape, mud, and sand dry wall on a ceiling before painting.Scraping off popcorn on a ceiling is a pain in the a** but it is not hard to do. -

This, unfortunately is the only way to remove popcorn ceilings.
