Any ideas how to "protect" my flower bed on the verge please?

I had some strong "plastic" decorative edging between my flowers and the public pathway on the verge. Unfortunately somebody tramped it all down and destroyed some of my plants. Not sure if it was a delivery truck. I would greatly appreciate it is somebody can give me an Idea to put something sturdy down as I am not allowed to build a little wall according to regulations.
