Roses Gone Wild!

I have some sort of rose bush that is crazy wild! I have no clue on how or when to prune. I was wondering if anyone could help me with ideas to make this bush more attractive than the mess that it is. (It also gets it's jabs in everytime we cut the grass under it!)
I was thinking maybe build a box under it or something.?.? Currently, there is an old tire around it's base from when it was planted years and years ago. 
i would cut it back in the fall. I cut mine down to the ground and they come back pretty each spring
I cut it in fall and clean around it and mulch. Works for me:)
prune when the bush is dormant.For now try trying it on a trellis
We have always cut ours back in the fall after blooming season is over.
Thanks! I've never cut it before. It's definitely cut me more than I have it!!
I'd say it needs a good pruning this fall 🤔
Keep on pruning the bottom branches and maybe eventually will end up with a tree rose
