i would cut it back in the fall. I cut mine down to the ground and they come back pretty each spring
I cut it in fall and clean around it and mulch. Works for me:)
prune when the bush is dormant.For now try trying it on a trellis
We have always cut ours back in the fall after blooming season is over.

I'd say it needs a good pruning this fall 🤔
Keep on pruning the bottom branches and maybe eventually will end up with a tree rose
